Sustainable development of any country to some extent depends on successful accomplishment construction projects, particularly infrastructures. Contractors have a key role in the success these projects. Hence, selection competent contractor as complicated and hard decision process has vital importance destiny project. Contractor is essence multicriteria decision-making that ought encompass so many aspects project client’s requirements one hand capabilities past records contractors other hand. Failure selecting may cause time cost overruns; quality shortcomings; increasing claims, disputes change orders; even failure In spite deficiencies by rule “the lowest bid price”, it still prevails countries including Iran. this paper, new model based best-worst method (BWM) well-known Fuzzy-VIKOR techniques proposed solution overcome traditional “lowest price” rule. An illustrative example water channel verified applicability practice.
